TRACECA and UN OHRLLS: strengthening cooperation and developing interregional integration


On 15 September 2021, a bilateral meeting was held between Mr. Asset Assavbaev, Secretary General of the PS IGC TRACECA and Mr. Courtenay Rattray, UN Under Secretary-General and High Representative for the Least Developed Countries, Landlocked Developing Countries and Small Island Developing States.


During the meeting, Mr. Assavbayev and Mr. Rattray exchanged views on possible areas of cooperation between TRACECA and UN-OHRLLS.

The Secretary General of the PS IGC TRACECA noted that for a long time the TRACECA institutions have been carrying out constant work aimed at the development of transport links in the corridor, and pointed out the significant contribution that the TRACECA countries make to the development of international cooperation in the field of transport. So far 13 states have signed and ratified the Basic Multilateral Agreement TRACECA, including 8 landlocked countries of the Europe-the Caucasus-Asia region.

“Given that most of the TRACECA countries are landlocked developing countries, we can coordinate our efforts to implement the Vienna Programme of Action for Landlocked Developing Countries, the objectives and areas of which coincide with the tasks set for the Permanent Secretariat”, emphasized the Secretary General Mr Asset Assavbayev.

At the moment, the TRACECA countries are directing efforts to implement initiatives aimed at containerization, digitalization, improvement of border crossing procedures, introduction of electronic documents, harmonization of requirements for road vehicles. At the same time, a number of developed draft documents were noted, including the Agreement on Single Transit Document, the Methodology for Evaluating Check Points of the TRACECA countries, and the TRACECA Digital Concept. In addition, TRACECA is working on the issue of mutual recognition of the outcomes of border controls. At the moment, a draft of the corresponding agreement is being considered by the TRACECA countries. At the same time, a draft TRACECA Model Agreement on the organization of joint border crossing points was developed, aimed at optimizing the organization of control procedures at border crossing on the principle of "one stop"

Mr. Rattray, in turn, emphasized that infrastructure development is currently a priority for the UN-OHRLLS countries. As stated in the Vienna Programme of Action, partnerships between landlocked developing countries and transit countries are mutually beneficial to improve and continuously ensure the interaction in the transport, customs and logistics systems of these states. He also noted that in order to achieve sustainable economic growth of landlocked developing countries, it is of great importance to ensure the efficiency of transit transport systems, develop cooperation in the field of multimodal transport infrastructure.

Continuing the discussion, Mr. Assavbayev and Mr. Rattray expressed their readiness to strengthen mutual dialogue and establish cooperation between TRACECA and UN-OHRLLS.
