Development and Facilitation of Multimodal Transport – One of the Priority Issues in Europe-the Caucasus-Asia Region


On 4th September 2018, Mr. Mircea Ciopraga, Secretary General of the PS IGC TRACECA met with Mr. Adrian Albu, Secretary General of BSEC-URTA and Mr. Radu Dinescu, UNTRR (National Union of Road Hauliers of Romania) and Vice-president of IRU who have visited TRACECA Headquarter upon official invitation.

The purpose of their visit was discussions on the current status of TRACECA corridor development, facilitation of multimodal transport and the Action Plan for 2018-2021 for implementation of the IGC TRACECA Strategy.

Mr. Ciopraga, Mr. Albu and Mr. Dinescu pointed out that the cooperation between the structures of the BSEC-URTA, UNTRR and the TRACECA institutions undoubtedly has every prospect to become a long-term and effective platform to solve common objectives and priorities for development of multi-modal transport.  

Combined efforts will make a constructive contribution to the development of multimodal transport in the region, the creation and provision of high-quality, efficient and reliable transport and transit communications between Europe and Asia. 

The Agenda of the meeting also included such issues as a draft Action Plan 2018-2021 for the implementation of the Strategy of the Intergovernmental Commission TRACECA, new role created by the opportunities of the TRACECA corridor that connects regions of Europe and Asia, including  the Caucasus, beneficial initiatives and ideas, including Memorandums of Understanding, TRACECA Multilateral Permits, TRACECA Guide for border crossing and other outstanding issues. 

The detection of idle potential, influence of harmonized legal basis upon the rate of freight flows, factors impacting the movement of goods, competitiveness and development of road transport are the key issues identifying the transport policy of the countries of BSEC-URTA, UNTRR and TRACECA. 

All the participants of the Meeting also emphasized that during the Year of Multimodality  the European Commission will contribute to  further development  of multimodality within  the EU transport system. Moreover  it is a brilliant  opportunity to attract the EU attention  to the issues of multimodal transport development in the region of Europe-the Caucasus-Asia.
