Simplification procedures at all levels impacts on whole sphere of activities


On 7 May 2015, Mr. Mircea Ciopraga, Secretary General of the PS IGC TRACECA met with Ms. Tamar Samsonia, Batumi Public Service Hall Manager.

Mr. Ciopraga and Ms. Samsonia discussed the issues of the service delivery structures of the member-states of the IGC TRACECA that commonly influence on the internal and external processes.

Ms. Samsonia informed that the idea of the Public Service Hall for the first time has originated in Georgia, it is Georgian innovation and was not picked up from successful experience of other leading countries (Made in Georgia!). That is why it is of great interest for the various countries since its establishment.

Public Service Hall is the place where most of public services are presented and main purpose aimed at issuance documents and renders services the exclusive right to which is owned by State. The State has an obligation to simplify significantly the relationship of citizens with the public sector through prompt and effective steps.

The principle of one window, which meant receiving in a single place all type of public certificates, issued by one of the agencies has significantly simplified the obtaining of public services, but it was not enough. The situation required radically different and innovative steps for prompt receiving of the final result.  The idea of uniting all the institutions working according to the principle of "one window" in one building, in one space and that space had to be the home of all citizens.

During discussion with Mr. Ciopraga,  Ms. Samsonia mentioned 12 new branches of Public Service Hall besides Batumi: in Rustavi, Mestia, Kutaisi, Ozurgeti, Gurjaani, Kvareli, Telavi, Marneuli, Gori, Akhaltsikhe, Zugdidi and Tbilisi- from the date of their creation to the present day offers to citizens more than 300 types of services and serves up to 18 000 consumers per day.
